CE Marking for China Imports: Supplier Documents and Checks

CE marking is a market-access responsibility, not a logo that a supplier can add to any China-made product. For an importer selling in the European Economic Area, the first task is to identify the product rules that apply, the responsible economic operator and the evidence needed for the exact model.

This guide explains what CE marking means in a sourcing project, how to ask a supplier for useful documents and how to keep the product file connected to production.

What the CE mark does and does not mean

The mark indicates that the manufacturer or responsible party has declared conformity with applicable European requirements. It does not mean that the EU has tested every product, that every supplier badge is genuine or that a product is suitable for every use.

Start with the product scope

Describe the product, intended use, power source, materials, accessories and destination market. Different rules may apply to machinery, electrical equipment, toys, personal protective equipment, medical devices or products containing chemicals. Ask a qualified compliance professional to confirm the scope when the classification is uncertain.

  • Identify the applicable legislation and harmonised standards.
  • Define the model, variants and critical components.
  • List required tests, technical files and instructions.
  • Confirm who signs the declaration of conformity.

Questions for the China supplier

Ask which legal entity manufactures the product, whether it has a technical file for the exact model and which components were tested. Request test reports, declarations, manuals and labels that match the product you will buy. A report for a different model or supplier is not evidence for your order.

Check whether a notified body is required for the product category. Do not accept a generic certificate as proof without checking its issuer, scope, model and date.

Control changes during production

Attach the approved component list, drawings, label artwork and test requirements to the purchase order. Require written approval before changing a power supply, material, software, enclosure or factory. A visually similar substitution can change the compliance assessment.

Before shipment

Review the product label, declaration, instructions, packaging and traceability information. Match the finished sample to the technical documentation and keep the inspection record. Customs and market-surveillance authorities may ask for evidence after import, so store the file in an accessible format.

Frequently asked questions

Can a supplier sell a CE certificate?

A certificate alone does not replace the conformity assessment and technical documentation required for the exact product. Verify the legal entity, scope and evidence.

Is CE required for every product?

No. It applies to product categories covered by specific European rules. Confirm the scope before adding the mark.

Can I rely on the factory's declaration?

Only after confirming the responsible party, product model, applicable rules and supporting evidence. The importer may have additional obligations.

CE work should begin before sampling. Define the product scope, verify evidence and control changes so that the mark matches the product you actually import.
